Managing the challenges of Cyber involves almost every dimension of problem difficulty: immense scale, internet pace, thinking adversaries, complex functional dependencies, a geographically distributed problem space, contradictory mission objectives, collaborative & multiorganizational decision making, etc. The primary foci of most Cyber solutions tend to concentrate on data availability, automation, and analytics. Those solutions themselves contribute to an increase in the overall complexity facing the decision makers. Cognitive Systems Engineering addresses the full intersection of the Problem Challenges, The Solution Technologies, and the Human Decision Makers ultimately responsible for mission success. This talk discusses how Lessons Learned from domains like Management of the Electric Power Grid, the FAA’s new Free Flight Airspace Management, Industrial Process Control, Cockpit Automation, and others, offer powerful Decision Support insights that are essential to building the novel systems necessary to achieve Cyber Situational Awareness.

Bill is one of the longest practicing cognitive systems engineers, combining over 30 years of applied CSE experience in domains ranging from commercial nuclear power to national intelligence and over 20 years active and reserve officer experience in the intelligence domain from Division level to Joint Command. He has BS and MS degrees in Electrical Engineering and PhD coursework in Artificial Intelligence from Carnegie Mellon University. He has several patents and numerous professional publications.
